How did they do it? It&#8217;s pretty straightforward. They gave them a home. They have a &#8220;housing first&#8221; policy, which means that people get a house without any caveats &#8212; and later they can make use of whatever services they need. Actually, a pilot project was very successful in New York. They point out that housing is a right, even in the US &#8212; they signed on to the Universal Declaration of Human Rights.
